At a Glance
Iowa has been a permitless carry state since July 1, 2025 (HF 924). Anyone 18 or older who can legally possess a firearm may carry openly or concealed without a permit. There's no magazine capacity limit, no waiting period, no firearm registration, and state preemption keeps firearm regulation uniform statewide. The one real wrinkle: Iowa Code § 724.15 still requires anyone acquiring a pistol or revolver (not shotguns or rifles) to hold a valid Permit to Acquire or Permit to Carry unless the transfer is between close relatives, a dealer-to-dealer sale, or the buyer passes NICS at the point of a licensed-dealer sale — so a handgun bought from a private-party stranger still runs through that permit system even though carrying one requires no permit at all.
Purchasing and Background Checks
Buying a rifle or shotgun in Iowa requires nothing beyond the standard federal NICS background check (Form 4473) at a licensed dealer. Buying a pistol or revolver from a licensed dealer is satisfied the same way — a NICS check at the time of sale — or by presenting a valid Permit to Acquire or Permit to Carry Weapons. Federal age minimums apply: 18 for a long gun, 21 for a handgun. No state waiting period, no firearm registration.
Private Transfers
Acquiring a rifle or shotgun through a private, face-to-face sale in Iowa requires no background check or permit. Acquiring a pistol or revolver privately is different: Iowa Code § 724.15 requires the acquirer to hold a valid Permit to Acquire Pistols or Revolvers (or a Permit to Carry Weapons) before taking possession, unless the transfer is between people related within the second degree of consanguinity or affinity (parent/child, siblings, grandparent/grandchild, and similar close relations), or a few other narrow exemptions (antiques, dealer-to-dealer, law enforcement acquisitions). In practice, a stranger-to-stranger private handgun sale still requires the buyer to already hold one of those permits.
Who May Not Possess Firearms
Iowa follows the standard federal prohibited-persons categories: felony conviction, certain domestic violence convictions or active protective orders, unlawful drug users, individuals adjudicated mentally defective or committed to a mental institution, fugitives from justice, dishonorable military discharge, undocumented immigration status, and renunciation of U.S. citizenship. Iowa has no red-flag/extreme risk protective order law.
Open Carry
Legal without a permit for anyone 18 or older who can otherwise legally possess a firearm, as of July 1, 2025 (HF 924).
Concealed Carry
Permitless since July 1, 2025 (HF 924) — anyone 18 or older who can legally possess a firearm may carry concealed without a permit, background check at the point of carry, or training requirement. Iowa still issues permits (Permit to Acquire and Permit to Carry Weapons) that remain useful for reciprocity, satisfying the Gun-Free School Zones Act's permit exception, exemption from a NICS check at the point of a dealer sale, and as a general eligibility credential — see Purchasing and Private Transfers for how these interact with buying a handgun specifically.
Vehicle Transportation
No permit or license is required to carry a firearm, loaded or unloaded, concealed or openly, in a vehicle in Iowa for anyone eligible to carry generally. The legislature has been actively revisiting vehicle-carry and school-property rules in recent sessions, so this is worth rechecking if a headline breaks.
Restricted Locations
Iowa restricts firearms in public and private K-12 schools and colleges (including school buses), public parks, casinos, and state government buildings. Federal restrictions still apply regardless of state law — federal buildings and other federal property remain off-limits under federal statute.
Minors and Firearms
Iowa does not set a comprehensive statewide minimum age for possessing a firearm beyond the federal purchase-age framework (18 for long guns, 21 for handguns through a dealer). Supervised possession and use by minors below these ages — for hunting, target shooting, or firearms safety instruction under adult supervision — is common practice and not separately restricted by a dedicated state age-floor statute.
Magazine and Firearm Restrictions
None. Iowa has no magazine capacity limit and no assault weapons ban, and state preemption blocks any city or county from creating one locally.
Self-Defense Laws
Iowa is a stand-your-ground state with civil immunity for justified use of force — no duty to retreat before using force, including deadly force, in a place a person has a legal right to be, and protection from civil liability when the use of force is legally justified.
State Preemption and Local Rules
Iowa has state preemption — local municipalities cannot enact firearm ordinances stricter than state law, keeping carry, purchase, and possession rules uniform statewide.
